Emails from an intelligence officer in the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) document the activity of two local organizations – the Louisiana Bucket Brigade and L’eau Est la Vie camp. Both emails were sent by James Waskom, director of GOHSEP appointed by the governor, to Chuck Carr Brown, head of the LDEQ. One was sent by Waskom to the Louisiana State Police, Louisiana National Guard, the head of the Louisiana Department of Natural Resources in addition to Brown.
