WASHINGTON — An advocacy group Monday said California continues to confine prisoners to solitary confinement 22 to 24 hours a day in violation of a historic settlement two years ago.

The nonprofit Center for Constitutional Rights called on a judge to extend the agreement by one year and order the California Department of Corrections and Rehabilitation to halt solitary confinement and carry out other reforms.

In court papers, CCR said hundreds at the Supermax Pelican Bay State Prison have been isolated in solitary for more than 10 years and dozens for more than 20 years. CCR lawyers said in a press call this causes lasting psychological deterioration that violates the Constitution and international law banning torture.
