Militarized police terrorized the Capitol Hill neighborhood with indiscriminate use of tear gas, rubber bullets, flash grenades and pepper spray. City officials invoked an ever increasing “no protest zone” where the constitutionally guaranteed right of the people to assemble was abolished.
