In 2002, former Director of Israel's General Security Service Avi Dichter planned and directed the dropping of a one-ton bomb on an apartment building in Gaza City, killing eight children and seven adults, and injuring over 150 others. At the time, the attack was condemned by the international community, including the U.S. government.

In 2005, CCR sued Dichter under the Alien Tort Statute and the Torture Victim Protection Act. The federal district court in Manhattan dismissed the case in 2007, stating that Dichter was immune from liability – according to the Israeli government, he was acting in the course of his official duties. CCR will appeal the dismissal next Friday.

Dichter must NOT be granted immunity for war crimes and extrajudicial killings – he must be held accountable.
